The City of Saint Paul's Minority Business Development and Retention (MBDR) program aims to increase Minority Business Enterprises (MBEs), Women Business Enterprises (WBEs), Small Business Enterprises (SBEs) and people with disabilities' participation in business and employment opportunities.
