The Contract Compliance and Business Development Division ensures that the entire community can participate in the economic life of the City of Saint Paul. Contract Compliance is responsible for several compliance and business development functions which include:

  • Assisting contractors who are currently doing business with the City of Saint Paul meet their contractual obligations under their contract
  • Assisting minority-owned, women-owned, small businesses and Section 3 businesses learn about and seek business opportunities with the City of Saint Paul, including training and capacity building
  • Ensuring contractors doing business with the City of Saint Paul have an up-to-date and approved Affirmative Action / Equal Employment Opportunity plan
  • Ensuring prevailing wage requirements are met

Reports
The City of Saint Paul Contract Compliance division provides yearly and quarterly data on all compliance areas of City contracts.

Quarterly Reports  
Contract compliance publishes quarterly reports detailing all ongoing activity on St. Paul projects, as well as activity on projects opened and closed in the previous quarter. View the Contract Compliance 3rd Quarter 2014 Report.

Monthly Major Projects Report
Contract compliance monitors large development projects in the City. The Monthly Major Projects Report offers a snapshot of how those projects are doing on Affirmative Action, Vendor Outreach, and HUD Section 3 goals, and also provides updates on Labor Standards compliance monitoring. Community Partners
To help ensure that local small business, including small minority-owned, women-owned, and Section 3 businesses, are able to take advantage of contracting and hiring opportunities on public projects, Contract Compliance works closely with community partners to provide business resources and training opportunities, job training, and employment preparedness resources for local small businesses and residents.
